They're cheap! You can get a template for a web site for about £20. This is a huge money saver if you know what you're doing, but most clients, and no offence to them, aren't web designers so won't know what they're doing! Another Pro to generic templates is that they are so many to choose from, this could be time consuming though!
If you don't know what you're doing, then don't do it! Many clients make the mistake of buying a generic template, putting it together themselves and trying to pass it off as a valid web site. This isn't right. Firstly, you're putting your company/organisation in jeopardy as people who come to see your web site will think that it's unprofessional, not well finished or polished up with nice user interactions and rich in media. Secondly, you run the risk of looking like everyone else who bought that template, and that will definatly be a blow.
Well, it's like having a well fitted suit made for you... It works. And it works so well. Not only is a custom site designed around you the client, but more importantly, it has the user in mind and is (well should) be made by a professional web designer. The site will be usable, accessible (soon to be a law!) and interactive. This will give an aura of professionalism and will ease the client in such a hostile internet. Another thing, the web site is made to show you off! Whether you're selling nappies or spanners, it doesn't matter, a custom web site that is done well will promote your cause and that's the purpose!
